Dress Code

Philosophy

Pflugerville ISD's student dress code supports equitable educational access and helps to create an inclusive community. To ensure effective and equitable enforcement of this dress code, school staff shall enforce the dress code consistently and in a manner that does not reinforce or increase marginalization or oppression of any group based on race, color, religion, sex, gender, gender identity, gender expression, sexual orientation, national origin, disability, age, immigration status, or any other basis prohibited by law, that adversely affects the student FFH(LOCAL).

Purpose

All students will dress in a way that is appropriate for the school day or any school-sponsored event. Students should dress in a manner that will not interfere with instruction. Student dress choices should respect the District's intent to sustain a community inclusive of a diverse range of identities. Choices regarding student attire for school are the responsibility of the student and their parent(s) or guardian(s). Any restrictions on the way a student dresses must be necessary to support the overall educational goals of the school and must be explained within this dress code. These dress code guidelines apply to regular school days, summer, and school-related events and activities, such as graduation ceremonies, field trips, and school trips. All students should dress comfortably for school and engage in the educational environment without fear of unnecessary discipline or body shaming. Students shall be dressed and groomed in a manner that will not be a health or safety hazard to themselves or others.

General Guidelines

Basic Principle:

Certain body parts must be covered for all students at all times. Clothes must be worn in a way such that the abdomen, genitals, buttocks, and chest/breasts are fully covered with opaque fabric. All items listed in the "must wear" and "may wear" categories below must meet this basic principle. The student and parent may determine the student's dress and grooming standards provided it complies with the general guidelines set out below.

 

1. Students Must Wear, as long as these items do not violate the basic principle above:

• A shirt (with fabric that touches the waistband in the front, back, and on the sides under the arms), AND
• Pants/jeans or the equivalent (for example, a skirt, sweatpants, leggings, a dress or shorts), AND
• Shoes.
• For safety reasons, athletic shoes featuring closed toes, sides, and heels, plus rubber soles with no cleats, elevation, or wheels, are suitable for Physical Education classes at all levels.

2. Student May Wear, as long as these items do not violate the basic principle above:

• Religious headwear, hats, and other head coverings. All headwear must allow for the face and ears (except for religious attire) to be visible to staff and not interfere with the line of sight or distract from the educational setting. Campus staff must be able to identify students in the classrooms and common areas.
• Fitted pants, including opaque leggings, yoga pants, and "skinny jeans."
  Ripped jeans, as long as underwear is not exposed.
• Tank tops, halter tops, and shirts with spaghetti straps
• Athletic attire
• Appropriate Sleepwear on designated campus days in compliance with guidelines stated within the Purpose & General Guidelines of the PfISD Dress Code.

3. Students Cannot Wear, regardless if it does not violate the basic principle above:

• Clothing with violent language or images.
• Images or language depicting drugs, alcohol, any illegal item or activity, or any other substance prohibited under FNCF(LEGAL).
• Clothing with hate speech, profanity, pornography.
• Clothing with images or language that creates a hostile or intimidating environment based on any protected class or marginalized groups.
• Any clothing that reveals visible undergarments (waistbands and straps excluded)
• Any shirt or dress that does not have straps.
• Hoods from a sweatshirt or coat that covers or obscures the face or ears in a manner that prevents the staff from EASILY identifying students for safety reasons.
• Swimsuits (except as required in a class, field trips, or athletic practice see "Extracurricular Activities")
• Accessories that could be considered dangerous or could be used as a weapon.
• Any item that obscures the face or ears (except as a religious observance).

Extracurricular Activities

In cooperation with the sponsor, coach, or another person in charge of an extracurricular activity, the principal may regulate the dress and grooming of students who participate in the activity, except when it discriminates against a hair texture or protective hairstyle commonly or historically associated with race. The basic principle above shall be followed.

Dress Code Enforcement

To ensure effective and equitable enforcement of this dress code, school staff shall enforce the dress code consistently using the requirements below.

School administration and staff shall not have the discretion to vary the requirements in ways that lead to discriminatory enforcement. This includes discrimination against hair texture or protective hairstyle commonly or historically associated with race. Campuses may have a more restrictive dress code with approval from the Campus Advisory Council and their Supervisor/Assistant Superintendent as long as a more restrictive policy aligns with the

"Purpose" defined in the policy. Any campus that modifies the District’s dress code must submit its written policy to the Supervisor/Assistant Superintendent and Student Affairs Office two weeks before the first day of school or before implementation. Additionally, the campus must work with the Communications Department to ensure their plan to inform parents, students, and the community is concise and clear.

Students who violate dress and grooming standards established for an extracurricular activity may be removed or excluded from the activity for a period determined by the principal or sponsor and may be subject to other disciplinary action, as specified in the Student Code of Conduct. [See FO series]

• Students will only be removed from spaces, hallways, or classrooms due to a dress code violation outlined within the “Basic Principle” and “Students Cannot Wear” sections of this code. Students in violation of the “Basic Principle” and “Students Cannot Wear” sections will be provided three (3) options to correct the dress code violation. Students will be asked to:
  • put on their alternative clothing if it is already available at school.
  • wear temporary school clothing that will be provided, for the remainder of the day.

If necessary, students' parents may be called during the school day to bring alternative clothing for the student to wear for the remainder of the day.

• No student should be affected by dress code enforcement because of racial identity, sex assigned at birth, gender identity or expression, sexual orientation, ethnicity, cultural or religious identity, household income, body size/type, or body maturity.
• School staff shall not enforce the school's dress code more strictly against transgender and gender nonconforming students than other students.
• PfISD maintains that all students shall be treated with respect and dignity and shall not be publicly shamed or required to display their bodies in front of others (students, parents, or staff) in school. "Shaming" includes, but is not limited to:
  • kneeling or bending over to check attire fit;
  • measuring straps or skirt length;
  • asking students to account for their attire in the classroom or hallways in front of others;
  • calling out students in public or private spaces to include: in hallways, in offices, or classrooms about perceived dress code violations in front of others; in particular, directing students to correct sagged pants that do not expose the entire undergarment, or confronting students about visible bra straps, since visible waistbands and straps on undergarments are permitted; and,
  • accusing students of "distracting" other students with their clothing.

Students who feel subject to discriminatory dress code enforcement should contact the campus Principal or the Student Affairs Office at (512) 594-0046.

Campus Options

Campuses may impose more prescriptive or standard dress code requirements, with review and approval by their Campus Advisory Council and Supervisor/Assistant Superintendent as long as the more prescriptive or standard dress code aligns with the "Purpose" defined in the policy.

Campuses may require a formal uniform with review and approval by their Campus Advisory Council and Supervisor/Assistant Superintendent and the board's approval—[See FNCA(LEGAL)].

Exceptions

Exceptions to these dress requirements will be made as necessary to allow students to observe religious customs or beliefs and accommodate medical or health needs.

Effective Date for these Guidelines is Tuesday, August 15, 2023.

El código de vestimenta para alumnos del Distrito Escolar Independiente de Pflugerville (Pflugerville ISD) fomenta el acceso equitativo a la educación y contribuye a crear una comunidad inclusiva. Para garantizar una aplicación eficaz y equitativa de este código de vestimenta, el personal del centro educativo lo hará cumplir de manera coherente y sin reforzar ni aumentar la marginación u opresión de ningún grupo por motivos de raza, color, religión, sexo, género, identidad de género, expresión de género, orientación sexual, origen nacional, discapacidad, edad, situación migratoria o cualquier otro motivo prohibido por la ley que afecte negativamente al alumno FFH(LOCAL).

Finalidad

Todos los alumnos se vestirán de forma adecuada para la jornada escolar o cualquier evento patrocinado por el centro. Los alumnos deben vestirse de manera que no interfiera con la enseñanza. Las elecciones de vestimenta de los alumnos deben respetar la intención del Distrito de mantener una comunidad que incluya una amplia diversidad de identidades. Las decisiones relativas a la vestimenta de los alumnos para ir al centro son responsabilidad del alumno y de sus padres o tutores. Cualquier restricción sobre la forma de vestirse de un alumno debe ser necesaria para respaldar los objetivos educativos generales del centro y debe explicarse en el presente código de vestimenta. Estas directrices del código de vestimenta se aplican a los días lectivos habituales, al verano y a los eventos y actividades relacionados con el centro, tales como ceremonias de graduación, excursiones y viajes escolares. Todos los alumnos deben vestirse de forma cómoda para ir al centro y participar en el entorno educativo sin temor a medidas disciplinarias innecesarias o a ser objeto de burlas por su aspecto físico. Los alumnos deberán vestirse y arreglarse de manera que no suponga un riesgo para su salud o seguridad ni para la de los demás.

Directrices generales

Principio básico:

Ciertas partes del cuerpo deben permanecer cubiertas en todo momento para todos los alumnos. La ropa debe llevarse de tal forma que el abdomen, los genitales, las nalgas y el pecho/los senos queden totalmente cubiertos con tejido opaco. Todas las prendas enumeradas en las categorías «de uso obligatorio» y «de uso permitido» que figuran a continuación deben cumplir este principio básico. El alumno y sus padres pueden determinar las normas de vestimenta y aseo personal del alumno, siempre que se ajusten a las directrices generales que se establecen a continuación.

 

1. Los alumnos deben llevar, siempre que estas prendas no incumplan el principio básico anterior:

• Una camiseta (cuya tela llegue hasta la cintura por delante, por detrás y por los lados, debajo de los brazos), Y
• Pantalones/vaqueros o su equivalente (por ejemplo, una falda, pantalones de chándal, leggings, un vestido o pantalones cortos), Y
• Zapatos.
• Por razones de seguridad, el calzado deportivo con puntera, laterales y talón cerrados, además de suelas de goma sin tacos, elevaciones ni ruedas, es adecuado para las clases de Educación Física en todos los niveles.

1. El alumno puede llevar, siempre que estas prendas no incumplan el principio básico anterior:

• Gorros religiosos, gorras y otros tipos de cubrecabezas. Todos los cubrecabezas deben permitir que el personal pueda ver el rostro y las orejas (excepto en el caso de la indumentaria religiosa) y no deben obstaculizar el campo de visión ni distraer del entorno educativo. El personal del centro debe poder identificar a los alumnos en las aulas y en las zonas comunes.
• Pantalones ajustados, incluidos leggings opacos, pantalones de yoga y «vaqueros pitillo».
• Vaqueros rotos, siempre que no se vea la ropa interior.
• Camisetas sin mangas, camisetas con cuello halter y camisetas con tirantes finos
• Ropa deportiva
• Ropa de dormir adecuada en los días designados por el centro, de conformidad con las directrices establecidas en el apartado «Objetivo y directrices generales» del Código de vestimenta del PfISD.

1. Los alumnos no pueden llevar, independientemente de que no infrinjan el principio básico anterior:

• Ropa con lenguaje o imágenes violentas.
• Imágenes o lenguaje que representen drogas, alcohol, cualquier artículo o actividad ilegal, o cualquier otra sustancia prohibida en virtud de la FNCF (LEGAL).
• Ropa con discurso de odio, blasfemias o pornografía.
• Ropa con imágenes o lenguaje que cree un ambiente hostil o intimidatorio basado en cualquier clase protegida o grupo marginado.
• Cualquier prenda que deje al descubierto la ropa interior (excluidas las cinturas y los tirantes).
• Cualquier camiseta o vestido que no tenga tirantes.
• Capuchas de sudaderas o abrigos que cubran u oculten el rostro o las orejas de tal manera que impidan al personal identificar FÁCILMENTE a los alumnos por motivos de seguridad.
• Trajes de baño (salvo que sean obligatorios en una clase, en excursiones o en entrenamientos deportivos; véase «Actividades extracurriculares»).
• Accesorios que puedan considerarse peligrosos o que puedan utilizarse como arma.
• Cualquier prenda que oculte el rostro o las orejas (salvo por motivos de observancia religiosa).

Actividades extracurriculares

En colaboración con el patrocinador, el entrenador u otra persona a cargo de una actividad extracurricular, el director podrá regular la vestimenta y el aseo personal de los alumnos que participen en la actividad, salvo cuando ello suponga una discriminación por la textura del cabello o por un peinado protector comúnmente o históricamente asociado a una raza. Se deberá respetar el principio básico anteriormente mencionado.

Aplicación del código de vestimenta

Para garantizar una aplicación eficaz y equitativa de este código de vestimenta, el personal del centro educativo deberá hacer cumplir el código de manera coherente, aplicando los requisitos que se indican a continuación.

La dirección y el personal del centro no tendrán discrecionalidad para modificar los requisitos de forma que ello dé lugar a una aplicación discriminatoria. Esto incluye la discriminación por la textura del cabello o por peinados protectores comúnmente o históricamente asociados a la raza. Los centros pueden aplicar un código de vestimenta más restrictivo con la aprobación del Consejo Asesor del Centro y de su supervisor o subdirector general, siempre que dicha política más restrictiva se ajuste al

«Finalidad» definida en la política. Cualquier centro que modifique el código de vestimenta del distrito deberá presentar su política por escrito al supervisor o al subdirector general y a la Oficina de Asuntos Estudiantiles dos semanas antes del primer día de clase o antes de su puesta en práctica. Además, el centro deberá colaborar con el Departamento de Comunicación para garantizar que su plan de información a los padres, los alumnos y la comunidad sea conciso y claro.

Los alumnos que incumplan las normas de vestimenta y aseo personal establecidas para una actividad extraescolar podrán ser apartados o excluidos de la actividad durante un periodo determinado por el director o el responsable de la actividad, y podrán ser objeto de otras medidas disciplinarias, tal y como se especifica en el Código de Conducta del Alumnado. • Solo se expulsará a los alumnos de las aulas, los pasillos o los espacios comunes por una infracción del código de vestimenta descrita en las secciones «Principio básico» y «Los alumnos no pueden llevar» de este código. A los alumnos que incumplan las secciones «Principio básico» y «Los alumnos no pueden llevar» se les ofrecerán tres (3) opciones para subsanar la infracción del código de vestimenta. Se pedirá a los alumnos que:
  • se pongan la ropa alternativa si ya la tienen disponible en el centro.
  • llevar la ropa provisional que se les facilite durante el resto de la jornada.

Si fuera necesario, se podrá llamar a los padres de los alumnos durante la jornada escolar para que traigan ropa alternativa que el alumno pueda llevar durante el resto de la jornada.

• Ningún alumno debe verse afectado por la aplicación del código de vestimenta debido a su identidad racial, sexo asignado al nacer, identidad o expresión de género, orientación sexual, origen étnico, identidad cultural o religiosa, ingresos familiares, tamaño o tipo de cuerpo, o madurez corporal.
• El personal del centro no aplicará el código de vestimenta de la escuela de forma más estricta a los alumnos transgénero y de género no conforme que al resto de alumnos.
• El PfISD sostiene que todos los alumnos deben ser tratados con respeto y dignidad y no deben ser humillados públicamente ni se les debe obligar a mostrar su cuerpo ante otras personas (alumnos, padres o personal) en la escuela. La «humillación» incluye, entre otras cosas:
  • arrodillarse o agacharse para comprobar el ajuste de la vestimenta;
  • medir los tirantes o la longitud de la falda;
  • pedir a los alumnos que den explicaciones sobre su vestimenta en el aula o en los pasillos delante de otras personas;
  • llamar la atención a los alumnos en espacios públicos o privados —incluidos pasillos, despachos o aulas— por presuntas infracciones del código de vestimenta delante de otras personas; en particular, indicar a los alumnos que se suban los pantalones caídos que no dejen al descubierto toda la ropa interior, o reprender a los alumnos por los tirantes del sujetador visibles, ya que se permiten las cinturas y los tirantes visibles de la ropa interior; y,
  • acusar a los alumnos de «distraer» a otros alumnos con su vestimenta.

Los alumnos que se sientan objeto de una aplicación discriminatoria del código de vestimenta deben ponerse en contacto con el director del centro o con la Oficina de Asuntos Estudiantiles en el (512) 594-0046.

Opciones de los centros

Los centros pueden imponer requisitos de código de vestimenta más prescriptivos o estándar, previa revisión y aprobación por parte de su Consejo Asesor del Centro y del supervisor o subdirector general, siempre que dicho código de vestimenta más prescriptivo o estándar se ajuste al «Objetivo» definido en la política.

Los centros educativos podrán exigir un uniforme formal, previa revisión y aprobación por parte de su Consejo Asesor del Centro y del supervisor o subdirector, así como de la junta escolar —[Véase FNCA(LEGAL)].

Excepciones

Se concederán excepciones a estos requisitos de vestimenta cuando sea necesario para permitir a los alumnos observar sus costumbres o creencias religiosas y para atender necesidades médicas o de salud.

La fecha de entrada en vigor de estas directrices es el martes 15 de agosto de 2023.

Để đảm bảo việc thực thi quy định về trang phục này một cách hiệu quả và công bằng, nhân viên nhà trường phải thực thi quy định này một cách nhất quán và theo cách không củng cố hoặc gia tăng sự gạt ra ngoài lề hoặc áp bức đối với bất kỳ nhóm nào dựa trên chủng tộc, màu da, tôn giáo, giới tính, bản dạng giới, biểu hiện giới, khuynh hướng tình dục, nguồn gốc quốc gia, khuyết tật, tuổi tác, tình trạng nhập cư hoặc bất kỳ cơ sở nào khác bị pháp luật cấm, gây ảnh hưởng tiêu cực đến học sinh FFH(LOCAL).

Mục đích

Tất cả học sinh phải ăn mặc phù hợp với ngày học hoặc bất kỳ sự kiện nào do nhà trường tổ chức. Học sinh nên ăn mặc sao cho không cản trở quá trình giảng dạy. Lựa chọn trang phục của học sinh phải tôn trọng ý định của Học khu trong việc duy trì một cộng đồng bao gồm sự đa dạng về bản sắc. Việc lựa chọn trang phục đi học là trách nhiệm của học sinh và cha mẹ hoặc người giám hộ của em. Bất kỳ hạn chế nào đối với cách ăn mặc của học sinh phải là cần thiết để hỗ trợ các mục tiêu giáo dục tổng thể của trường và phải được giải thích rõ trong quy định này. Các hướng dẫn về quy định trang phục này áp dụng cho các ngày học bình thường, kỳ nghỉ hè và các sự kiện, hoạt động liên quan đến trường học, chẳng hạn như lễ tốt nghiệp, các chuyến tham quan thực địa và các chuyến đi học tập. Tất cả học sinh nên ăn mặc thoải mái khi đến trường và tham gia vào môi trường giáo dục mà không lo sợ bị kỷ luật không cần thiết hoặc bị chế giễu về ngoại hình. Học sinh phải ăn mặc và chải chuốt sao cho không gây nguy hiểm cho sức khỏe hoặc an toàn của bản thân hoặc người khác.

Hướng dẫn chung

Quần áo phải được mặc sao cho vùng bụng, bộ phận sinh dục, mông và ngực/vú được che phủ hoàn toàn bằng vải không trong suốt. Tất cả các mặt hàng được liệt kê trong các danh mục “phải mặc” và “có thể mặc” dưới đây phải tuân thủ nguyên tắc cơ bản này. Học sinh và phụ huynh có thể quyết định tiêu chuẩn trang phục và cách chải chuốt của học sinh miễn là tuân thủ các hướng dẫn chung được nêu dưới đây.

 

1. Học sinh phải mặc, miễn là các mặt hàng này không vi phạm nguyên tắc cơ bản nêu trên:

• Áo sơ mi (với chất liệu vải chạm đến thắt lưng ở phía trước, phía sau và hai bên dưới nách), VÀ
• Quần dài/quần jean hoặc trang phục tương đương (ví dụ: váy, quần thể thao, quần legging, váy liền hoặc quần short), VÀ
• Giày.
• Vì lý do an toàn, giày thể thao có mũi, hai bên và gót kín, cùng đế cao su không có gai, gờ nâng hoặc bánh xe, là phù hợp cho các tiết học Giáo dục Thể chất ở mọi cấp độ.

1. Học sinh được phép mặc, miễn là các trang phục này không vi phạm nguyên tắc cơ bản nêu trên:

• Mũ đội đầu vì lý do tôn giáo, mũ và các loại mũ che đầu khác. Tất cả mũ đội đầu phải đảm bảo khuôn mặt và tai (trừ trang phục tôn giáo) được nhìn thấy rõ bởi nhân viên và không cản trở tầm nhìn hoặc gây xao nhãng trong môi trường học tập. Nhân viên trường phải có thể nhận diện học sinh trong lớp học và khu vực chung.
• Quần ôm sát, bao gồm legging không trong suốt, quần yoga và "quần jean ôm sát".
• Quần jean rách, miễn là không lộ đồ lót.
• Áo ba lỗ, áo dây quai mảnh và áo có dây quai mảnh
• Trang phục thể thao
• Trang phục ngủ phù hợp vào các ngày được chỉ định trên khuôn viên trường, tuân thủ các hướng dẫn được nêu trong Mục Đích & Hướng Dẫn Chung của Quy Tắc Trang Phục PfISD.

1. Học sinh không được mặc, dù không vi phạm nguyên tắc cơ bản nêu trên:

• Trang phục có ngôn ngữ hoặc hình ảnh bạo lực.
• Hình ảnh hoặc ngôn ngữ mô tả ma túy, rượu bia, bất kỳ vật phẩm hoặc hoạt động bất hợp pháp nào, hoặc bất kỳ chất nào bị cấm theo FNCF(LEGAL).
• Quần áo có ngôn từ kích động thù địch, lời lẽ thô tục, nội dung khiêu dâm.
• Quần áo có hình ảnh hoặc ngôn ngữ tạo ra môi trường thù địch hoặc đe dọa dựa trên bất kỳ nhóm được bảo vệ hoặc nhóm bị Marginalized nào.
• Bất kỳ trang phục nào để lộ đồ lót (trừ phần thắt lưng và dây áo).
• Bất kỳ áo sơ mi hoặc váy nào không có dây áo.
